What Is the Ontario Immigrant Nominee Program (OINP)?

The Ontario Immigrant Nominee Program (OINP) is Ontario’s Provincial Nominee Program (PNP), designed to attract skilled workers, international graduates, and professionals who can contribute to Ontario’s economy.
Unlike many provincial pathways, several OINP streams do not require a job offer, making them highly attractive for candidates already in the Express Entry pool or recent Ontario graduates.
If nominated, applicants receive:
  • 600 additional CRS points (for Express Entry streams)

OINP Streams That Do NOT Require a Job Offer

1. Express Entry Human Capital Priorities Stream

This stream selects candidates directly from the federal Express Entry pool.

Eligibility Requirements:

  • Valid Express Entry profile
  • Work experience under:
    • Federal Skilled Worker Program
    • Canadian Experience Class
  • Language proficiency: CLB 7 or higher
  • Education: Bachelor’s, Master’s, or PhD degree

Education Exemption:

The education requirement may not apply to:
  • Nurses registered with the
    College of Nurses of Ontario
    with NOC codes:
    • 31300
    • 31301
    • 31302
    • 32101
  • Early Childhood Educators (NOC 42202) registered with the
    College of Early Childhood Educators
  • No job offer required
  • Must receive Notification of Interest (NOI) from Ontario
  • 600 CRS points upon nomination

2. Express Entry French-Speaking Skilled Worker Stream

This stream targets bilingual professionals with strong French language skills.

Eligibility Requirements:

 

 

  • Valid Express Entry profile

  • Work experience under eligible federal programs

  • English proficiency: CLB 6 or higher

  • French proficiency: NCLC 7 or higher

  • Education: Bachelor’s, Master’s, or PhD

Education exemptions apply for eligible nurses and early childhood educators (as above).

Master’s Graduate Stream

The OINP Master’s Graduate Stream is for international students who completed a master’s degree in Ontario.

3. Master’s Graduate Stream

The OINP Master’s Graduate Stream is for international students who completed a master’s degree in Ontario.

Eligibility Requirements:

 

  • Completed a master’s degree from an eligible Ontario university

  • At least 1 year of full-time study (or equivalent part-time)

  • Language proficiency: CLB/NCLC 7

  • Lived in Ontario for at least 1 cumulative year in the past 2 years

  • Must reside in Ontario or outside Canada at time of application
